2030年前(qian)碳达峰行动(dong)方案
为深入(ru)贯彻(che)落实党(dang)中(zhong)央、国务院关于碳(tan)(tan)达(da)峰(feng)、碳(tan)(tan)中(zhong)和(he)的重大战略决策,扎实推进碳(tan)(tan)达(da)峰(feng)行动,制定本方案。
一、总体要求
(一)指导思(si)想。以习近平新(xin)时(shi)代(dai)中(zhong)国(guo)特色(se)社(she)会(hui)主义思(si)想为指导,全(quan)面(mian)贯(guan)彻(che)党的(de)十(shi)九(jiu)大和(he)(he)十(shi)九(jiu)届二(er)中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全(quan)会(hui)精(jing)神(shen),深入(ru)贯(guan)彻(che)习近平生(sheng)(sheng)态文明(ming)思(si)想,立(li)足(zu)新(xin)发(fa)(fa)展(zhan)(zhan)阶段,完整、准确、全(quan)面(mian)贯(guan)彻(che)新(xin)发(fa)(fa)展(zhan)(zhan)理(li)念(nian),构建新(xin)发(fa)(fa)展(zhan)(zhan)格局(ju),坚持系统观念(nian),处理(li)好发(fa)(fa)展(zhan)(zhan)和(he)(he)减排、整体和(he)(he)局(ju)部、短期(qi)和(he)(he)中(zhong)长期(qi)的(de)关系,统筹稳增(zeng)长和(he)(he)调结构,把碳(tan)(tan)达峰、碳(tan)(tan)中(zhong)和(he)(he)纳入(ru)经济社(she)会(hui)发(fa)(fa)展(zhan)(zhan)全(quan)局(ju),坚持“全(quan)国(guo)统筹、节(jie)约优(you)先、双轮驱动、内外畅(chang)通(tong)、防范风(feng)险”的(de)总方针(zhen),有力有序有效(xiao)(xiao)做(zuo)好碳(tan)(tan)达峰工作,明(ming)确各(ge)(ge)地(di)区、各(ge)(ge)领域(yu)、各(ge)(ge)行(xing)业(ye)目标任(ren)务(wu),加快(kuai)实(shi)现生(sheng)(sheng)产生(sheng)(sheng)活方式绿(lv)色(se)变革(ge),推动经济社(she)会(hui)发(fa)(fa)展(zhan)(zhan)建立(li)在资源(yuan)高效(xiao)(xiao)利用和(he)(he)绿(lv)色(se)低碳(tan)(tan)发(fa)(fa)展(zhan)(zhan)的(de)基(ji)础之上(shang),确保(bao)如期(qi)实(shi)现2030年(nian)前(qian)碳(tan)(tan)达峰目标。
(二)工作原则。
——总体部署、分类施策(ce)。坚持全国一盘棋,强(qiang)化顶层设计和各(ge)方统筹。各(ge)地区、各(ge)领域、各(ge)行(xing)业因地制宜、分类施策(ce),明确既符合自身实际(ji)又(you)满(man)足总体要求的目标任(ren)务。
——系(xi)统推(tui)进、重点(dian)突(tu)破(po)。全(quan)面(mian)准确认(ren)识碳(tan)达(da)峰(feng)行动对经(jing)济(ji)社会发(fa)展的(de)深远影响,加强政策的(de)系(xi)统性(xing)、协同性(xing)。抓住主(zhu)要矛盾和矛盾的(de)主(zhu)要方面(mian),推(tui)动重点(dian)领域、重点(dian)行业和有条件的(de)地方率先达(da)峰(feng)。
——双轮驱(qu)动、两手发(fa)力。更好发(fa)挥(hui)政府作用,构建新型举国体制,充分发(fa)挥(hui)市场(chang)机(ji)制作用,大力推(tui)进绿色(se)低碳科技(ji)创新,深化能源和相关领域改(gai)革(ge),形成有效激励约束(shu)机(ji)制。
——稳(wen)妥有序(xu)、安(an)(an)全降碳。立足我国富煤贫油少(shao)气的(de)能源(yuan)资源(yuan)禀赋,坚(jian)持先立后(hou)破,稳(wen)住存量,拓展(zhan)增量,以保障国家能源(yuan)安(an)(an)全和经(jing)济发(fa)展(zhan)为底线,争取时间(jian)实现新能源(yuan)的(de)逐渐(jian)(jian)替(ti)代,推动能源(yuan)低碳转型平稳(wen)过(guo)渡,切实保障国家能源(yuan)安(an)(an)全、产业链(lian)供(gong)应链(lian)安(an)(an)全、粮(liang)食(shi)安(an)(an)全和群(qun)众正常生(sheng)(sheng)产生(sheng)(sheng)活,着力化解各类风险隐患,防止过(guo)度反应,稳(wen)妥有序(xu)、循序(xu)渐(jian)(jian)进(jin)推进(jin)碳达峰行(xing)动,确保安(an)(an)全降碳。
二(er)、主要目标
“十四五”期间,产(chan)(chan)业(ye)(ye)结构(gou)和能源结构(gou)调整(zheng)优(you)化(hua)(hua)(hua)取得明显进(jin)展(zhan),重点行业(ye)(ye)能源利用效(xiao)率大幅提(ti)升,煤炭消费增长得到(dao)(dao)严格(ge)控(kong)制,新(xin)型电(dian)力系统(tong)加快构(gou)建,绿色低碳技(ji)术研发(fa)(fa)和推广应用取得新(xin)进(jin)展(zhan),绿色生(sheng)(sheng)产(chan)(chan)生(sheng)(sheng)活(huo)方式得到(dao)(dao)普遍推行,有(you)利于绿色低碳循环发(fa)(fa)展(zhan)的政策(ce)体系进(jin)一步(bu)完善。到(dao)(dao)2025年,非化(hua)(hua)(hua)石能源消费比重达(da)(da)到(dao)(dao)20%左右(you),单(dan)位国内生(sheng)(sheng)产(chan)(chan)总(zong)值(zhi)能源消耗比2020年下降(jiang)(jiang)13.5%,单(dan)位国内生(sheng)(sheng)产(chan)(chan)总(zong)值(zhi)二(er)氧化(hua)(hua)(hua)碳排(pai)放比2020年下降(jiang)(jiang)18%,为实现碳达(da)(da)峰奠定坚实基(ji)础。
“十五五”期间,产(chan)业结构调整取(qu)得重(zhong)(zhong)(zhong)(zhong)大进(jin)展,清洁低(di)(di)碳(tan)(tan)安(an)全高(gao)效的能(neng)源体系(xi)初步建立,重(zhong)(zhong)(zhong)(zhong)点领域低(di)(di)碳(tan)(tan)发展模式基(ji)本形成(cheng),重(zhong)(zhong)(zhong)(zhong)点耗能(neng)行(xing)业能(neng)源利用效率达(da)到(dao)(dao)国际先进(jin)水平(ping),非化(hua)石能(neng)源消(xiao)费比重(zhong)(zhong)(zhong)(zhong)进(jin)一(yi)步提(ti)高(gao),煤(mei)炭(tan)消(xiao)费逐步减少,绿(lv)色(se)低(di)(di)碳(tan)(tan)技术取(qu)得关键突(tu)破,绿(lv)色(se)生活方式成(cheng)为公(gong)众自觉选择,绿(lv)色(se)低(di)(di)碳(tan)(tan)循环发展政策体系(xi)基(ji)本健全。到(dao)(dao)2030年(nian),非化(hua)石能(neng)源消(xiao)费比重(zhong)(zhong)(zhong)(zhong)达(da)到(dao)(dao)25%左右,单(dan)位国内生产(chan)总值(zhi)二(er)氧化(hua)碳(tan)(tan)排放比2005年(nian)下降(jiang)65%以(yi)上,顺利实现2030年(nian)前碳(tan)(tan)达(da)峰目标。
三、重点任务
将碳(tan)(tan)(tan)达峰贯穿于经济社会发展(zhan)全过程和各方面,重点实施能源绿(lv)色低(di)(di)碳(tan)(tan)(tan)转型行动(dong)(dong)(dong)、节能降碳(tan)(tan)(tan)增效行动(dong)(dong)(dong)、工业领域(yu)碳(tan)(tan)(tan)达峰行动(dong)(dong)(dong)、城乡建设碳(tan)(tan)(tan)达峰行动(dong)(dong)(dong)、交通运输(shu)绿(lv)色低(di)(di)碳(tan)(tan)(tan)行动(dong)(dong)(dong)、循环经济助力降碳(tan)(tan)(tan)行动(dong)(dong)(dong)、绿(lv)色低(di)(di)碳(tan)(tan)(tan)科技(ji)创新行动(dong)(dong)(dong)、碳(tan)(tan)(tan)汇(hui)能力巩固提升行动(dong)(dong)(dong)、绿(lv)色低(di)(di)碳(tan)(tan)(tan)全民行动(dong)(dong)(dong)、各地区梯次有序(xu)碳(tan)(tan)(tan)达峰行动(dong)(dong)(dong)等“碳(tan)(tan)(tan)达峰十大行动(dong)(dong)(dong)”。
(一)能源绿色(se)低碳转型行动。
能源(yuan)是(shi)经(jing)济社会发(fa)展的(de)(de)重要(yao)物质基础,也是(shi)碳排放的(de)(de)最主要(yao)来源(yuan)。要(yao)坚持安(an)全(quan)(quan)降碳,在(zai)保(bao)障能源(yuan)安(an)全(quan)(quan)的(de)(de)前(qian)提下,大力实施(shi)可再生(sheng)能源(yuan)替代,加(jia)快构(gou)建清洁低(di)碳安(an)全(quan)(quan)高效的(de)(de)能源(yuan)体系(xi)。
1.推(tui)(tui)进(jin)(jin)煤(mei)炭消(xiao)费替代和转(zhuan)型升级(ji)。加快(kuai)煤(mei)炭减(jian)(jian)量步伐,“十(shi)(shi)四五”时(shi)期(qi)严(yan)格合理控(kong)制煤(mei)炭消(xiao)费增长(zhang),“十(shi)(shi)五五”时(shi)期(qi)逐步减(jian)(jian)少(shao)。严(yan)格控(kong)制新增煤(mei)电(dian)项目,新建机组煤(mei)耗标准达到国际先(xian)进(jin)(jin)水平(ping),有(you)(you)序淘(tao)汰煤(mei)电(dian)落后产能(neng)(neng),加快(kuai)现役机组节(jie)能(neng)(neng)升级(ji)和灵(ling)活性改造,积(ji)极(ji)推(tui)(tui)进(jin)(jin)供热改造,推(tui)(tui)动煤(mei)电(dian)向基础(chu)保(bao)障(zhang)性和系统调(diao)节(jie)性电(dian)源(yuan)并重(zhong)转(zhuan)型。严(yan)控(kong)跨(kua)区外送可再生能(neng)(neng)源(yuan)电(dian)力配套煤(mei)电(dian)规模(mo),新建通道可再生能(neng)(neng)源(yuan)电(dian)量比例原则上不低于50%。推(tui)(tui)动重(zhong)点用(yong)煤(mei)行业减(jian)(jian)煤(mei)限(xian)煤(mei)。大力推(tui)(tui)动煤(mei)炭清洁利用(yong),合理划定禁(jin)止散烧区域,多(duo)措并举(ju)、积(ji)极(ji)有(you)(you)序推(tui)(tui)进(jin)(jin)散煤(mei)替代,逐步减(jian)(jian)少(shao)直至禁(jin)止煤(mei)炭散烧。
2.大(da)(da)力发(fa)展新能(neng)(neng)(neng)源(yuan)。全面(mian)推进(jin)风(feng)(feng)电(dian)(dian)(dian)、太(tai)阳能(neng)(neng)(neng)发(fa)电(dian)(dian)(dian)大(da)(da)规模开发(fa)和(he)高质量(liang)发(fa)展,坚持集中式与(yu)分(fen)布式并举,加快(kuai)建(jian)设(she)风(feng)(feng)电(dian)(dian)(dian)和(he)光(guang)(guang)伏(fu)发(fa)电(dian)(dian)(dian)基地。加快(kuai)智(zhi)能(neng)(neng)(neng)光(guang)(guang)伏(fu)产(chan)业创新升级和(he)特(te)色应用,创新“光(guang)(guang)伏(fu)+”模式,推进(jin)光(guang)(guang)伏(fu)发(fa)电(dian)(dian)(dian)多元(yuan)布局。坚持陆海(hai)并重,推动风(feng)(feng)电(dian)(dian)(dian)协调快(kuai)速(su)发(fa)展,完善(shan)海(hai)上(shang)(shang)风(feng)(feng)电(dian)(dian)(dian)产(chan)业链,鼓(gu)励建(jian)设(she)海(hai)上(shang)(shang)风(feng)(feng)电(dian)(dian)(dian)基地。积极发(fa)展太(tai)阳能(neng)(neng)(neng)光(guang)(guang)热发(fa)电(dian)(dian)(dian),推动建(jian)立光(guang)(guang)热发(fa)电(dian)(dian)(dian)与(yu)光(guang)(guang)伏(fu)发(fa)电(dian)(dian)(dian)、风(feng)(feng)电(dian)(dian)(dian)互补调节的风(feng)(feng)光(guang)(guang)热综合可再生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)发(fa)电(dian)(dian)(dian)基地。因地制(zhi)宜发(fa)展生(sheng)(sheng)物质发(fa)电(dian)(dian)(dian)、生(sheng)(sheng)物质能(neng)(neng)(neng)清洁(jie)供暖(nuan)和(he)生(sheng)(sheng)物天然气(qi)。探索深化地热能(neng)(neng)(neng)以及波浪能(neng)(neng)(neng)、潮流能(neng)(neng)(neng)、温差能(neng)(neng)(neng)等海(hai)洋新能(neng)(neng)(neng)源(yuan)开发(fa)利用。进(jin)一步完善(shan)可再生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)电(dian)(dian)(dian)力消纳保障机(ji)制(zhi)。到(dao)2030年,风(feng)(feng)电(dian)(dian)(dian)、太(tai)阳能(neng)(neng)(neng)发(fa)电(dian)(dian)(dian)总(zong)装机(ji)容量(liang)达到(dao)12亿千瓦以上(shang)(shang)。
3.因地(di)(di)制(zhi)宜开发水(shui)(shui)电(dian)。积极推进(jin)水(shui)(shui)电(dian)基(ji)地(di)(di)建设,推动金沙(sha)江上(shang)游、澜沧江上(shang)游、雅(ya)砻江中游、黄河上(shang)游等已纳入规划、符合生态(tai)(tai)保(bao)护(hu)要求的水(shui)(shui)电(dian)项目开工建设,推进(jin)雅(ya)鲁(lu)藏布江下游水(shui)(shui)电(dian)开发,推动小水(shui)(shui)电(dian)绿(lv)色(se)发展。推动西南地(di)(di)区(qu)(qu)水(shui)(shui)电(dian)与风电(dian)、太阳能(neng)发电(dian)协同互补。统(tong)筹(chou)水(shui)(shui)电(dian)开发和生态(tai)(tai)保(bao)护(hu),探(tan)索建立水(shui)(shui)能(neng)资源(yuan)开发生态(tai)(tai)保(bao)护(hu)补偿机制(zhi)。“十(shi)四五(wu)”、“十(shi)五(wu)五(wu)”期间分别新(xin)增水(shui)(shui)电(dian)装机容量(liang)4000万千瓦左右,西南地(di)(di)区(qu)(qu)以水(shui)(shui)电(dian)为主(zhu)的可再生能(neng)源(yuan)体系基(ji)本建立。
4.积(ji)极安(an)全有(you)序发展核(he)电(dian)(dian)。合理确定核(he)电(dian)(dian)站布局和开(kai)发时序,在确保(bao)安(an)全的前(qian)提下有(you)序发展核(he)电(dian)(dian),保(bao)持平(ping)稳建(jian)设节奏。积(ji)极推动高温气(qi)冷堆(dui)、快(kuai)堆(dui)、模(mo)块(kuai)化小型堆(dui)、海上浮动堆(dui)等(deng)先进堆(dui)型示范(fan)工程,开(kai)展核(he)能(neng)综合利用(yong)示范(fan)。加大核(he)电(dian)(dian)标准化、自主(zhu)化力(li)度,加快(kuai)关键技(ji)术装备攻关,培(pei)育高端核(he)电(dian)(dian)装备制造产业集群(qun)。实行最(zui)严(yan)格的安(an)全标准和最(zui)严(yan)格的监管(guan),持续提升(sheng)核(he)安(an)全监管(guan)能(neng)力(li)。
5.合理(li)调控油(you)气消(xiao)费(fei)。保持(chi)石油(you)消(xiao)费(fei)处于合理(li)区间,逐步(bu)调整汽(qi)油(you)消(xiao)费(fei)规(gui)模,大力推(tui)(tui)进先进生(sheng)物液(ye)(ye)体(ti)燃料、可持(chi)续航(hang)空燃料等(deng)替(ti)代传统(tong)燃油(you),提升终(zhong)端燃油(you)产品能效。加(jia)快推(tui)(tui)进页(ye)岩气、煤(mei)层气、致(zhi)密(mi)油(you)(气)等(deng)非(fei)常(chang)规(gui)油(you)气资源规(gui)模化(hua)开发。有(you)序引导(dao)天(tian)然(ran)(ran)气消(xiao)费(fei),优化(hua)利用结构(gou),优先保障民(min)生(sheng)用气,大力推(tui)(tui)动天(tian)然(ran)(ran)气与多种能源融合发展,因地制宜建设天(tian)然(ran)(ran)气调峰电站,合理(li)引导(dao)工业用气和化(hua)工原(yuan)料用气。支持(chi)车(che)船使用液(ye)(ye)化(hua)天(tian)然(ran)(ran)气作为燃料。
6.加(jia)快(kuai)建(jian)(jian)(jian)设新型(xing)(xing)电(dian)(dian)(dian)(dian)力(li)(li)系(xi)统。构建(jian)(jian)(jian)新能(neng)(neng)源(yuan)占比逐渐提高的(de)新型(xing)(xing)电(dian)(dian)(dian)(dian)力(li)(li)系(xi)统,推动清(qing)洁电(dian)(dian)(dian)(dian)力(li)(li)资源(yuan)大范围(wei)优化配(pei)置(zhi)。大力(li)(li)提升电(dian)(dian)(dian)(dian)力(li)(li)系(xi)统综合调(diao)(diao)节能(neng)(neng)力(li)(li),加(jia)快(kuai)灵活调(diao)(diao)节电(dian)(dian)(dian)(dian)源(yuan)建(jian)(jian)(jian)设,引导自备电(dian)(dian)(dian)(dian)厂(chang)、传统高载(zai)能(neng)(neng)工业(ye)(ye)负(fu)(fu)荷(he)(he)(he)、工商业(ye)(ye)可中(zhong)断负(fu)(fu)荷(he)(he)(he)、电(dian)(dian)(dian)(dian)动汽车充(chong)电(dian)(dian)(dian)(dian)网(wang)(wang)络、虚拟(ni)电(dian)(dian)(dian)(dian)厂(chang)等参与系(xi)统调(diao)(diao)节,建(jian)(jian)(jian)设坚强智(zhi)能(neng)(neng)电(dian)(dian)(dian)(dian)网(wang)(wang),提升电(dian)(dian)(dian)(dian)网(wang)(wang)安全(quan)保障水(shui)平。积极发展(zhan)“新能(neng)(neng)源(yuan)+储能(neng)(neng)”、源(yuan)网(wang)(wang)荷(he)(he)(he)储一体(ti)化和多能(neng)(neng)互(hu)补,支持分布式新能(neng)(neng)源(yuan)合理配(pei)置(zhi)储能(neng)(neng)系(xi)统。制定新一轮抽水(shui)蓄能(neng)(neng)电(dian)(dian)(dian)(dian)站(zhan)中(zhong)长期发展(zhan)规(gui)划,完善促进抽水(shui)蓄能(neng)(neng)发展(zhan)的(de)政策(ce)机制。加(jia)快(kuai)新型(xing)(xing)储能(neng)(neng)示范推广应用。深化电(dian)(dian)(dian)(dian)力(li)(li)体(ti)制改革,加(jia)快(kuai)构建(jian)(jian)(jian)全(quan)国统一电(dian)(dian)(dian)(dian)力(li)(li)市场体(ti)系(xi)。到(dao)2025年(nian),新型(xing)(xing)储能(neng)(neng)装机容(rong)量(liang)达(da)到(dao)3000万(wan)千瓦以(yi)(yi)上(shang)。到(dao)2030年(nian),抽水(shui)蓄能(neng)(neng)电(dian)(dian)(dian)(dian)站(zhan)装机容(rong)量(liang)达(da)到(dao)1.2亿千瓦左右(you),省级电(dian)(dian)(dian)(dian)网(wang)(wang)基本具备5%以(yi)(yi)上(shang)的(de)尖峰负(fu)(fu)荷(he)(he)(he)响应能(neng)(neng)力(li)(li)。
(二)节(jie)能(neng)降碳增效行动。
落(luo)实节(jie)约优先(xian)方针(zhen),完(wan)善能(neng)(neng)源(yuan)消费强度和总量双(shuang)控(kong)制(zhi)度,严(yan)格(ge)控(kong)制(zhi)能(neng)(neng)耗强度,合理控(kong)制(zhi)能(neng)(neng)源(yuan)消费总量,推动能(neng)(neng)源(yuan)消费革命,建设(she)能(neng)(neng)源(yuan)节(jie)约型社会。
1.全面提(ti)升节(jie)(jie)(jie)能(neng)管(guan)(guan)理能(neng)力。推(tui)(tui)行(xing)(xing)用(yong)能(neng)预算管(guan)(guan)理,强(qiang)化固定资产(chan)投(tou)资项(xiang)目节(jie)(jie)(jie)能(neng)审查,对项(xiang)目用(yong)能(neng)和碳(tan)排放情(qing)况(kuang)进(jin)行(xing)(xing)综合评(ping)价(jia),从源头推(tui)(tui)进(jin)节(jie)(jie)(jie)能(neng)降碳(tan)。提(ti)高(gao)节(jie)(jie)(jie)能(neng)管(guan)(guan)理信(xin)息化水平,完善(shan)重点(dian)用(yong)能(neng)单位能(neng)耗在线监测系统,建立全国性、行(xing)(xing)业(ye)性节(jie)(jie)(jie)能(neng)技术推(tui)(tui)广(guang)服务(wu)平台(tai),推(tui)(tui)动高(gao)耗能(neng)企业(ye)建立能(neng)源管(guan)(guan)理中心。完善(shan)能(neng)源计量体(ti)系,鼓励采用(yong)认证(zheng)手段提(ti)升节(jie)(jie)(jie)能(neng)管(guan)(guan)理水平。加强(qiang)节(jie)(jie)(jie)能(neng)监察能(neng)力建设,健全省、市、县(xian)三级节(jie)(jie)(jie)能(neng)监察体(ti)系,建立跨(kua)部门联动机制,综合运(yun)用(yong)行(xing)(xing)政(zheng)处罚、信(xin)用(yong)监管(guan)(guan)、绿色电价(jia)等手段,增(zeng)强(qiang)节(jie)(jie)(jie)能(neng)监察约束力。

3.推进重(zhong)点(dian)用(yong)能(neng)(neng)设(she)(she)备节(jie)(jie)能(neng)(neng)增效。以电机(ji)、风(feng)机(ji)、泵、压缩机(ji)、变压器、换热器、工业(ye)锅炉(lu)等设(she)(she)备为(wei)重(zhong)点(dian),全(quan)(quan)(quan)面(mian)提(ti)升能(neng)(neng)效标准。建(jian)立(li)以能(neng)(neng)效为(wei)导向的(de)激(ji)励约束机(ji)制,推广先进高效产品设(she)(she)备,加(jia)快淘汰落(luo)后低(di)效设(she)(she)备。加(jia)强(qiang)重(zhong)点(dian)用(yong)能(neng)(neng)设(she)(she)备节(jie)(jie)能(neng)(neng)审查和(he)日(ri)常监(jian)管,强(qiang)化生产、经营(ying)、销售、使用(yong)、报废(fei)全(quan)(quan)(quan)链条(tiao)管理,严厉打击违法违规行为(wei),确保(bao)能(neng)(neng)效标准和(he)节(jie)(jie)能(neng)(neng)要(yao)求全(quan)(quan)(quan)面(mian)落(luo)实。
4.加(jia)强新(xin)型(xing)(xing)基础(chu)(chu)设(she)(she)施节能(neng)(neng)(neng)(neng)降(jiang)碳。优化新(xin)型(xing)(xing)基础(chu)(chu)设(she)(she)施空间布局,统筹(chou)谋划、科学配置(zhi)数据中心等(deng)新(xin)型(xing)(xing)基础(chu)(chu)设(she)(she)施,避免低水平重复建设(she)(she)。优化新(xin)型(xing)(xing)基础(chu)(chu)设(she)(she)施用(yong)(yong)能(neng)(neng)(neng)(neng)结构,采用(yong)(yong)直流供(gong)电、分布式(shi)储能(neng)(neng)(neng)(neng)、“光伏+储能(neng)(neng)(neng)(neng)”等(deng)模式(shi),探索多(duo)样化能(neng)(neng)(neng)(neng)源(yuan)供(gong)应,提高非化石能(neng)(neng)(neng)(neng)源(yuan)消费(fei)比(bi)重。对标(biao)国(guo)际先(xian)进水平,加(jia)快完善通信、运算、存储、传(chuan)输等(deng)设(she)(she)备(bei)能(neng)(neng)(neng)(neng)效标(biao)准,提升准入门槛,淘(tao)汰(tai)落(luo)后(hou)设(she)(she)备(bei)和技(ji)术(shu)。加(jia)强新(xin)型(xing)(xing)基础(chu)(chu)设(she)(she)施用(yong)(yong)能(neng)(neng)(neng)(neng)管理,将(jiang)年综合能(neng)(neng)(neng)(neng)耗(hao)超过1万吨标(biao)准煤的数据中心全(quan)部纳(na)入重点用(yong)(yong)能(neng)(neng)(neng)(neng)单(dan)位(wei)能(neng)(neng)(neng)(neng)耗(hao)在线监测系(xi)统,开展能(neng)(neng)(neng)(neng)源(yuan)计量审(shen)查。推(tui)动既有设(she)(she)施绿色升级改(gai)造,积极推(tui)广使用(yong)(yong)高效制(zhi)冷、先(xian)进通风、余热利用(yong)(yong)、智能(neng)(neng)(neng)(neng)化用(yong)(yong)能(neng)(neng)(neng)(neng)控(kong)制(zhi)等(deng)技(ji)术(shu),提高设(she)(she)施能(neng)(neng)(neng)(neng)效水平。
(三)工业领域(yu)碳达峰行动。
工(gong)业是(shi)产生(sheng)碳排(pai)放的主要(yao)领域之(zhi)一(yi),对全(quan)国整体实现碳达峰具(ju)有重要(yao)影响。工(gong)业领域要(yao)加快绿(lv)色低碳转(zhuan)型(xing)和高质量发展(zhan),力争(zheng)率先(xian)实现碳达峰。
1.推(tui)动工(gong)(gong)业(ye)(ye)领(ling)域绿(lv)(lv)色(se)(se)(se)低碳(tan)发展。优化(hua)产(chan)(chan)业(ye)(ye)结构(gou),加(jia)快退(tui)出落(luo)后产(chan)(chan)能(neng)(neng),大力发展战略性(xing)新兴(xing)产(chan)(chan)业(ye)(ye),加(jia)快传(chuan)统产(chan)(chan)业(ye)(ye)绿(lv)(lv)色(se)(se)(se)低碳(tan)改造。促进(jin)工(gong)(gong)业(ye)(ye)能(neng)(neng)源消(xiao)费低碳(tan)化(hua),推(tui)动化(hua)石能(neng)(neng)源清洁高效利用(yong)(yong),提高可再生能(neng)(neng)源应用(yong)(yong)比重(zhong),加(jia)强(qiang)电力需求侧管(guan)理,提升工(gong)(gong)业(ye)(ye)电气化(hua)水平。深(shen)入实施绿(lv)(lv)色(se)(se)(se)制造工(gong)(gong)程,大力推(tui)行绿(lv)(lv)色(se)(se)(se)设计,完善绿(lv)(lv)色(se)(se)(se)制造体系(xi),建设绿(lv)(lv)色(se)(se)(se)工(gong)(gong)厂和(he)绿(lv)(lv)色(se)(se)(se)工(gong)(gong)业(ye)(ye)园区。推(tui)进(jin)工(gong)(gong)业(ye)(ye)领(ling)域数字化(hua)智能(neng)(neng)化(hua)绿(lv)(lv)色(se)(se)(se)化(hua)融合发展,加(jia)强(qiang)重(zhong)点(dian)行业(ye)(ye)和(he)领(ling)域技(ji)术改造。
2.推(tui)(tui)动(dong)钢铁(tie)行(xing)业碳(tan)达峰。深化(hua)(hua)钢铁(tie)行(xing)业供(gong)(gong)给侧结(jie)构性改革,严格执行(xing)产(chan)(chan)能(neng)(neng)置换,严禁新增产(chan)(chan)能(neng)(neng),推(tui)(tui)进存量优(you)化(hua)(hua),淘汰落后产(chan)(chan)能(neng)(neng)。推(tui)(tui)进钢铁(tie)企业跨地区、跨所有制(zhi)兼并重组,提(ti)高行(xing)业集中(zhong)度。优(you)化(hua)(hua)生(sheng)产(chan)(chan)力(li)布(bu)局,以(yi)京津(jin)冀及周(zhou)边地区为重点(dian),继(ji)续压减(jian)钢铁(tie)产(chan)(chan)能(neng)(neng)。促进钢铁(tie)行(xing)业结(jie)构优(you)化(hua)(hua)和清洁能(neng)(neng)源替代,大力(li)推(tui)(tui)进非高炉炼铁(tie)技术示范,提(ti)升废钢资源回(hui)收利用(yong)水平,推(tui)(tui)行(xing)全废钢电炉工艺。推(tui)(tui)广先进适用(yong)技术,深挖节能(neng)(neng)降碳(tan)潜(qian)力(li),鼓励钢化(hua)(hua)联产(chan)(chan),探(tan)索开展(zhan)氢冶(ye)金、二(er)氧化(hua)(hua)碳(tan)捕集利用(yong)一体化(hua)(hua)等试点(dian)示范,推(tui)(tui)动(dong)低品位余热供(gong)(gong)暖发展(zhan)。
3.推动有(you)色(se)(se)金属(shu)行业碳达峰。巩固化(hua)解(jie)电(dian)解(jie)铝过剩产(chan)(chan)(chan)能(neng)(neng)成果,严(yan)格执行产(chan)(chan)(chan)能(neng)(neng)置换,严(yan)控新增(zeng)产(chan)(chan)(chan)能(neng)(neng)。推进(jin)清洁能(neng)(neng)源替代,提高水电(dian)、风电(dian)、太阳能(neng)(neng)发(fa)电(dian)等应(ying)(ying)用比(bi)重。加(jia)快(kuai)再生有(you)色(se)(se)金属(shu)产(chan)(chan)(chan)业发(fa)展(zhan),完善(shan)废(fei)弃有(you)色(se)(se)金属(shu)资源回收、分(fen)选和加(jia)工网络,提高再生有(you)色(se)(se)金属(shu)产(chan)(chan)(chan)量。加(jia)快(kuai)推广应(ying)(ying)用先(xian)进(jin)适(shi)用绿色(se)(se)低(di)碳技术,提升有(you)色(se)(se)金属(shu)生产(chan)(chan)(chan)过程余热回收水平,推动单位产(chan)(chan)(chan)品(pin)能(neng)(neng)耗持续(xu)下降。
4.推(tui)(tui)动建(jian)材(cai)行(xing)业(ye)碳达峰。加(jia)强产(chan)能置(zhi)换监管(guan)(guan),加(jia)快(kuai)低(di)(di)效(xiao)产(chan)能退出,严(yan)禁新增水泥(ni)熟料(liao)、平板玻璃产(chan)能,引导建(jian)材(cai)行(xing)业(ye)向轻型化、集约化、制品化转型。推(tui)(tui)动水泥(ni)错(cuo)峰生(sheng)产(chan)常(chang)态(tai)化,合理(li)缩短水泥(ni)熟料(liao)装置(zhi)运转时间。因地制宜利(li)用(yong)风能、太(tai)阳能等可再生(sheng)能源,逐(zhu)步提高(gao)电力、天然气应(ying)用(yong)比重。鼓励(li)建(jian)材(cai)企业(ye)使(shi)用(yong)粉煤灰、工业(ye)废渣、尾矿渣等作为原料(liao)或(huo)水泥(ni)混合材(cai)。加(jia)快(kuai)推(tui)(tui)进绿色建(jian)材(cai)产(chan)品认证和应(ying)用(yong)推(tui)(tui)广,加(jia)强新型胶凝(ning)材(cai)料(liao)、低(di)(di)碳混凝(ning)土、木竹(zhu)建(jian)材(cai)等低(di)(di)碳建(jian)材(cai)产(chan)品研发应(ying)用(yong)。推(tui)(tui)广节(jie)能技术(shu)设备,开展能源管(guan)(guan)理(li)体系建(jian)设,实现节(jie)能增效(xiao)。
5.推动(dong)(dong)(dong)石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)(gong)行业(ye)碳达峰。优化(hua)(hua)(hua)产能规模和(he)布(bu)局,加(jia)大落后产能淘汰力(li)度,有效(xiao)化(hua)(hua)(hua)解(jie)结构性过剩矛盾。严格(ge)项目准入(ru),合理安排(pai)建设时(shi)序,严控新(xin)增(zeng)炼(lian)油和(he)传(chuan)统煤(mei)(mei)化(hua)(hua)(hua)工(gong)(gong)生(sheng)产能力(li),稳妥有序发展(zhan)现代(dai)煤(mei)(mei)化(hua)(hua)(hua)工(gong)(gong)。引导企业(ye)转变用能方式,鼓(gu)励以电力(li)、天(tian)然气等替代(dai)煤(mei)(mei)炭。调(diao)整原料(liao)结构,控制(zhi)新(xin)增(zeng)原料(liao)用煤(mei)(mei),拓展(zhan)富氢原料(liao)进口来源(yuan),推动(dong)(dong)(dong)石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)(gong)原料(liao)轻(qing)质化(hua)(hua)(hua)。优化(hua)(hua)(hua)产品结构,促(cu)进石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)(gong)与煤(mei)(mei)炭开采、冶金、建材(cai)、化(hua)(hua)(hua)纤(xian)等产业(ye)协同发展(zhan),加(jia)强炼(lian)厂(chang)干气、液化(hua)(hua)(hua)气等副产气体高效(xiao)利(li)用。鼓(gu)励企业(ye)节(jie)能升级改造(zao),推动(dong)(dong)(dong)能量梯(ti)级利(li)用、物料(liao)循环利(li)用。到2025年,国内(nei)原油一次加(jia)工(gong)(gong)能力(li)控制(zhi)在10亿吨(dun)以内(nei),主要(yao)产品产能利(li)用率提升至80%以上(shang)。
6.坚(jian)决(jue)遏制“两高(gao)”项(xiang)目盲(mang)目发(fa)展。采取强有力(li)(li)措施,对(dui)“两高(gao)”项(xiang)目实行清单管(guan)理、分类处(chu)置、动态监控。全面排(pai)查在(zai)建项(xiang)目,对(dui)能(neng)(neng)效水(shui)(shui)平低于本行业能(neng)(neng)耗(hao)限额准入值的(de),按有关(guan)规定停工(gong)整改,推动能(neng)(neng)效水(shui)(shui)平应提(ti)尽提(ti),力(li)(li)争全面达到国内乃(nai)至(zhi)国际先进水(shui)(shui)平。科学评估拟建项(xiang)目,对(dui)产能(neng)(neng)已饱(bao)和的(de)行业,按照(zhao)“减量(liang)替代”原则压减产能(neng)(neng);对(dui)产能(neng)(neng)尚未饱(bao)和的(de)行业,按照(zhao)国家(jia)布局和审批备案等要(yao)求,对(dui)标(biao)国际先进水(shui)(shui)平提(ti)高(gao)准入门(men)槛(jian);对(dui)能(neng)(neng)耗(hao)量(liang)较大的(de)新(xin)兴产业,支持引导(dao)企业应用绿(lv)色低碳(tan)技术,提(ti)高(gao)能(neng)(neng)效水(shui)(shui)平。深入挖潜存量(liang)项(xiang)目,加(jia)快淘汰落后产能(neng)(neng),通过改造升级挖掘节能(neng)(neng)减排(pai)潜力(li)(li)。强化常(chang)态化监管(guan),坚(jian)决(jue)拿下(xia)不符合要(yao)求的(de)“两高(gao)”项(xiang)目。
(四)城乡建设碳(tan)达峰行动。
加快推(tui)进(jin)城乡(xiang)建设绿(lv)(lv)色低(di)碳发展,城市更新和乡(xiang)村振兴都要(yao)落实绿(lv)(lv)色低(di)碳要(yao)求。
1.推(tui)进(jin)城乡建(jian)(jian)(jian)(jian)设(she)绿(lv)(lv)色低(di)碳(tan)(tan)转型(xing)。推(tui)动(dong)城市组团式发展,科学确定(ding)建(jian)(jian)(jian)(jian)设(she)规(gui)模,控(kong)制(zhi)新(xin)增建(jian)(jian)(jian)(jian)设(she)用地过快增长。倡导绿(lv)(lv)色低(di)碳(tan)(tan)规(gui)划(hua)设(she)计理(li)念(nian),增强城乡气候韧性,建(jian)(jian)(jian)(jian)设(she)海(hai)绵城市。推(tui)广绿(lv)(lv)色低(di)碳(tan)(tan)建(jian)(jian)(jian)(jian)材和(he)绿(lv)(lv)色建(jian)(jian)(jian)(jian)造方(fang)式,加(jia)快推(tui)进(jin)新(xin)型(xing)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)工业化,大力发展装配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu),推(tui)广钢结构住宅(zhai),推(tui)动(dong)建(jian)(jian)(jian)(jian)材循(xun)环利用,强化绿(lv)(lv)色设(she)计和(he)绿(lv)(lv)色施(shi)工管理(li)。加(jia)强县城绿(lv)(lv)色低(di)碳(tan)(tan)建(jian)(jian)(jian)(jian)设(she)。推(tui)动(dong)建(jian)(jian)(jian)(jian)立(li)以(yi)绿(lv)(lv)色低(di)碳(tan)(tan)为(wei)导向的城乡规(gui)划(hua)建(jian)(jian)(jian)(jian)设(she)管理(li)机(ji)制(zhi),制(zhi)定(ding)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)拆(chai)除(chu)管理(li)办法(fa),杜绝大拆(chai)大建(jian)(jian)(jian)(jian)。建(jian)(jian)(jian)(jian)设(she)绿(lv)(lv)色城镇、绿(lv)(lv)色社区。
2.加快提升(sheng)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)效水(shui)平。加快更新建(jian)(jian)筑(zhu)节(jie)(jie)能(neng)(neng)(neng)、市政基(ji)础(chu)设施(shi)等标准,提高节(jie)(jie)能(neng)(neng)(neng)降碳要求(qiu)。加强适用(yong)于不同(tong)气(qi)候区、不同(tong)建(jian)(jian)筑(zhu)类型的节(jie)(jie)能(neng)(neng)(neng)低碳技术研发和(he)推广(guang)(guang),推动超低能(neng)(neng)(neng)耗建(jian)(jian)筑(zhu)、低碳建(jian)(jian)筑(zhu)规模化发展(zhan)。加快推进居住(zhu)建(jian)(jian)筑(zhu)和(he)公共建(jian)(jian)筑(zhu)节(jie)(jie)能(neng)(neng)(neng)改造(zao),持续(xu)推动老旧供热管(guan)网等市政基(ji)础(chu)设施(shi)节(jie)(jie)能(neng)(neng)(neng)降碳改造(zao)。提升(sheng)城镇建(jian)(jian)筑(zhu)和(he)基(ji)础(chu)设施(shi)运行管(guan)理智能(neng)(neng)(neng)化水(shui)平,加快推广(guang)(guang)供热计(ji)量收(shou)费和(he)合(he)同(tong)能(neng)(neng)(neng)源管(guan)理,逐步(bu)开展(zhan)公共建(jian)(jian)筑(zhu)能(neng)(neng)(neng)耗限(xian)额管(guan)理。到2025年,城镇新建(jian)(jian)建(jian)(jian)筑(zhu)全面执行绿色(se)建(jian)(jian)筑(zhu)标准。
3.加(jia)快优(you)化建(jian)筑(zhu)(zhu)用(yong)能(neng)(neng)结构。深化可再生(sheng)能(neng)(neng)源(yuan)建(jian)筑(zhu)(zhu)应(ying)用(yong),推(tui)(tui)(tui)广光伏发(fa)电与建(jian)筑(zhu)(zhu)一体(ti)化应(ying)用(yong)。积(ji)极推(tui)(tui)(tui)动严(yan)寒、寒冷(leng)地(di)(di)区清(qing)洁取(qu)暖,推(tui)(tui)(tui)进热(re)电联产集(ji)中供(gong)暖,加(jia)快工业余热(re)供(gong)暖规(gui)模(mo)化应(ying)用(yong),积(ji)极稳妥开(kai)展(zhan)核能(neng)(neng)供(gong)热(re)示范,因(yin)地(di)(di)制(zhi)宜(yi)推(tui)(tui)(tui)行热(re)泵、生(sheng)物(wu)质能(neng)(neng)、地(di)(di)热(re)能(neng)(neng)、太(tai)阳能(neng)(neng)等清(qing)洁低碳(tan)供(gong)暖。引导夏热(re)冬(dong)冷(leng)地(di)(di)区科学取(qu)暖,因(yin)地(di)(di)制(zhi)宜(yi)采用(yong)清(qing)洁高(gao)效取(qu)暖方式。提高(gao)建(jian)筑(zhu)(zhu)终端电气(qi)化水平,建(jian)设(she)集(ji)光伏发(fa)电、储(chu)能(neng)(neng)、直流配电、柔性(xing)用(yong)电于一体(ti)的“光储(chu)直柔”建(jian)筑(zhu)(zhu)。到2025年(nian),城镇(zhen)建(jian)筑(zhu)(zhu)可再生(sheng)能(neng)(neng)源(yuan)替代率达到8%,新建(jian)公共机构建(jian)筑(zhu)(zhu)、新建(jian)厂(chang)房屋顶光伏覆盖率力争达到50%。
4.推进(jin)农(nong)(nong)(nong)(nong)村(cun)建(jian)设和(he)用(yong)(yong)能(neng)(neng)低(di)碳转(zhuan)型(xing)。推进(jin)绿色农(nong)(nong)(nong)(nong)房建(jian)设,加(jia)快农(nong)(nong)(nong)(nong)房节(jie)能(neng)(neng)改造。持(chi)续推进(jin)农(nong)(nong)(nong)(nong)村(cun)地区清洁(jie)取暖,因地制宜选择适(shi)宜取暖方式。发展节(jie)能(neng)(neng)低(di)碳农(nong)(nong)(nong)(nong)业(ye)大(da)棚。推广节(jie)能(neng)(neng)环保灶具、电(dian)动农(nong)(nong)(nong)(nong)用(yong)(yong)车辆、节(jie)能(neng)(neng)环保农(nong)(nong)(nong)(nong)机和(he)渔船。加(jia)快生(sheng)物质能(neng)(neng)、太阳能(neng)(neng)等可再生(sheng)能(neng)(neng)源在农(nong)(nong)(nong)(nong)业(ye)生(sheng)产和(he)农(nong)(nong)(nong)(nong)村(cun)生(sheng)活中的应(ying)用(yong)(yong)。加(jia)强农(nong)(nong)(nong)(nong)村(cun)电(dian)网(wang)建(jian)设,提升农(nong)(nong)(nong)(nong)村(cun)用(yong)(yong)能(neng)(neng)电(dian)气化水(shui)平。
(五)交(jiao)通(tong)运输(shu)绿色低碳(tan)行动。
加(jia)快形(xing)成绿色低碳(tan)运(yun)输方式,确(que)保交通运(yun)输领域碳(tan)排放增长保持在合(he)理区间。

2.构建(jian)(jian)绿(lv)(lv)色(se)高(gao)效(xiao)(xiao)交通(tong)运(yun)(yun)(yun)输体系。发(fa)展智能交通(tong),推动不同运(yun)(yun)(yun)输方式(shi)合(he)(he)理(li)(li)分工、有(you)效(xiao)(xiao)衔接,降低(di)(di)空载(zai)率和(he)不合(he)(he)理(li)(li)客货(huo)运(yun)(yun)(yun)周(zhou)转(zhuan)量。大力发(fa)展以铁(tie)路(lu)(lu)、水(shui)(shui)(shui)路(lu)(lu)为骨干(gan)的(de)(de)多(duo)式(shi)联运(yun)(yun)(yun),推进(jin)工矿企业、港口、物(wu)流(liu)园区等(deng)铁(tie)路(lu)(lu)专用线建(jian)(jian)设,加快(kuai)内河高(gao)等(deng)级航(hang)道网(wang)建(jian)(jian)设,加快(kuai)大宗货(huo)物(wu)和(he)中(zhong)长距(ju)离货(huo)物(wu)运(yun)(yun)(yun)输“公转(zhuan)铁(tie)”、“公转(zhuan)水(shui)(shui)(shui)”。加快(kuai)先进(jin)适用技(ji)术(shu)应用,提(ti)升民航(hang)运(yun)(yun)(yun)行管理(li)(li)效(xiao)(xiao)率,引导航(hang)空企业加强智慧(hui)运(yun)(yun)(yun)行,实现系统化节(jie)能降碳(tan)。加快(kuai)城乡物(wu)流(liu)配送体系建(jian)(jian)设,创新(xin)绿(lv)(lv)色(se)低(di)(di)碳(tan)、集(ji)约高(gao)效(xiao)(xiao)的(de)(de)配送模式(shi)。打(da)造高(gao)效(xiao)(xiao)衔接、快(kuai)捷舒适的(de)(de)公共(gong)交通(tong)服务(wu)体系,积极引导公众选(xuan)择绿(lv)(lv)色(se)低(di)(di)碳(tan)交通(tong)方式(shi)。“十四五(wu)”期间,集(ji)装箱铁(tie)水(shui)(shui)(shui)联运(yun)(yun)(yun)量年均增长15%以上。到2030年,城区常住人口100万以上的(de)(de)城市绿(lv)(lv)色(se)出行比例不低(di)(di)于70%。
3.加(jia)快(kuai)绿(lv)色(se)交通(tong)基(ji)础设(she)施(shi)建(jian)设(she)。将绿(lv)色(se)低(di)碳理念贯穿(chuan)于(yu)交通(tong)基(ji)础设(she)施(shi)规(gui)划、建(jian)设(she)、运(yun)(yun)(yun)营和(he)维护(hu)全(quan)过程(cheng),降低(di)全(quan)生命周(zhou)期(qi)能耗和(he)碳排放(fang)。开展交通(tong)基(ji)础设(she)施(shi)绿(lv)色(se)化提(ti)升改造,统筹利(li)用(yong)综合运(yun)(yun)(yun)输通(tong)道线位、土地、空(kong)域等(deng)资源(yuan),加(jia)大岸(an)线、锚地等(deng)资源(yuan)整合力度,提(ti)高利(li)用(yong)效率。有序推(tui)进充电(dian)桩、配套电(dian)网、加(jia)注(气)站、加(jia)氢站等(deng)基(ji)础设(she)施(shi)建(jian)设(she),提(ti)升城市公共(gong)交通(tong)基(ji)础设(she)施(shi)水平。到(dao)2030年,民用(yong)运(yun)(yun)(yun)输机场场内车辆装备(bei)等(deng)力争全(quan)面实现(xian)电(dian)动化。
(六)循环经(jing)济(ji)助力降碳行动(dong)。
抓(zhua)住资(zi)源(yuan)(yuan)利(li)用(yong)这个源(yuan)(yuan)头,大力(li)发展循环经济,全面提高资(zi)源(yuan)(yuan)利(li)用(yong)效率,充分发挥减少资(zi)源(yuan)(yuan)消耗(hao)和降碳的协(xie)同作用(yong)。
1.推(tui)进(jin)产(chan)(chan)(chan)业(ye)(ye)园(yuan)区(qu)(qu)循(xun)(xun)环(huan)化(hua)(hua)发展。以(yi)提升资(zi)源产(chan)(chan)(chan)出率和(he)循(xun)(xun)环(huan)利用(yong)率为目标,优(you)化(hua)(hua)园(yuan)区(qu)(qu)空(kong)间(jian)布局,开(kai)展园(yuan)区(qu)(qu)循(xun)(xun)环(huan)化(hua)(hua)改造。推(tui)动园(yuan)区(qu)(qu)企业(ye)(ye)循(xun)(xun)环(huan)式生(sheng)产(chan)(chan)(chan)、产(chan)(chan)(chan)业(ye)(ye)循(xun)(xun)环(huan)式组合(he),组织企业(ye)(ye)实施清(qing)洁生(sheng)产(chan)(chan)(chan)改造,促(cu)进(jin)废(fei)物(wu)综合(he)利用(yong)、能量梯级利用(yong)、水资(zi)源循(xun)(xun)环(huan)利用(yong),推(tui)进(jin)工业(ye)(ye)余(yu)压余(yu)热(re)、废(fei)气废(fei)液废(fei)渣(zha)资(zi)源化(hua)(hua)利用(yong),积极推(tui)广集(ji)中供(gong)(gong)气供(gong)(gong)热(re)。搭建基础设施和(he)公共(gong)服务共(gong)享平台,加强园(yuan)区(qu)(qu)物(wu)质流管理(li)。到2030年,省级以(yi)上重点产(chan)(chan)(chan)业(ye)(ye)园(yuan)区(qu)(qu)全部实施循(xun)(xun)环(huan)化(hua)(hua)改造。
2.加(jia)强大宗(zong)固废(fei)(fei)(fei)综(zong)(zong)合(he)(he)利(li)(li)用(yong)。提高矿产资源(yuan)(yuan)综(zong)(zong)合(he)(he)开发(fa)利(li)(li)用(yong)水平和综(zong)(zong)合(he)(he)利(li)(li)用(yong)率(lv),以煤矸(gan)石、粉煤灰、尾(wei)矿、共伴生矿、冶炼渣、工业副产石膏(gao)(gao)、建(jian)筑(zhu)垃(la)圾、农作物(wu)秸(jie)秆(gan)(gan)等(deng)(deng)大宗(zong)固废(fei)(fei)(fei)为重点,支持大掺量、规(gui)模(mo)化(hua)(hua)、高值化(hua)(hua)利(li)(li)用(yong),鼓励应用(yong)于替代(dai)原生非金属矿、砂石等(deng)(deng)资源(yuan)(yuan)。在确保(bao)安全环保(bao)前提下,探索将磷石膏(gao)(gao)应用(yong)于土(tu)壤改(gai)良、井下充(chong)填(tian)、路基修筑(zhu)等(deng)(deng)。推(tui)(tui)动建(jian)筑(zhu)垃(la)圾资源(yuan)(yuan)化(hua)(hua)利(li)(li)用(yong),推(tui)(tui)广废(fei)(fei)(fei)弃路面材料原地再(zai)生利(li)(li)用(yong)。加(jia)快(kuai)(kuai)推(tui)(tui)进秸(jie)秆(gan)(gan)高值化(hua)(hua)利(li)(li)用(yong),完(wan)善收储运体系(xi),严格禁烧(shao)管(guan)控(kong)。加(jia)快(kuai)(kuai)大宗(zong)固废(fei)(fei)(fei)综(zong)(zong)合(he)(he)利(li)(li)用(yong)示范建(jian)设(she)。到2025年(nian),大宗(zong)固废(fei)(fei)(fei)年(nian)利(li)(li)用(yong)量达(da)(da)到40亿吨左右;到2030年(nian),年(nian)利(li)(li)用(yong)量达(da)(da)到45亿吨左右。
3.健全资(zi)源(yuan)循(xun)环(huan)(huan)(huan)利(li)用体系。完善(shan)废(fei)(fei)旧物(wu)资(zi)回(hui)收(shou)(shou)网络,推(tui)(tui)行“互(hu)联网+”回(hui)收(shou)(shou)模(mo)式,实现再(zai)生(sheng)资(zi)源(yuan)应收(shou)(shou)尽收(shou)(shou)。加强(qiang)再(zai)生(sheng)资(zi)源(yuan)综合利(li)用行业(ye)(ye)规范(fan)管(guan)理,促进产(chan)业(ye)(ye)集聚发展。高(gao)水平建设(she)现代化(hua)(hua)“城市(shi)矿产(chan)”基地,推(tui)(tui)动再(zai)生(sheng)资(zi)源(yuan)规范(fan)化(hua)(hua)、规模(mo)化(hua)(hua)、清洁化(hua)(hua)利(li)用。推(tui)(tui)进退役(yi)动力电(dian)池(chi)、光伏组(zu)件、风电(dian)机(ji)组(zu)叶(ye)片等新兴产(chan)业(ye)(ye)废(fei)(fei)物(wu)循(xun)环(huan)(huan)(huan)利(li)用。促进汽(qi)车零部件、工程(cheng)机(ji)械、文办设(she)备等再(zai)制造产(chan)业(ye)(ye)高(gao)质量(liang)发展。加强(qiang)资(zi)源(yuan)再(zai)生(sheng)产(chan)品(pin)和再(zai)制造产(chan)品(pin)推(tui)(tui)广应用。到2025年(nian),废(fei)(fei)钢铁(tie)、废(fei)(fei)铜、废(fei)(fei)铝、废(fei)(fei)铅、废(fei)(fei)锌(xin)、废(fei)(fei)纸、废(fei)(fei)塑料、废(fei)(fei)橡胶、废(fei)(fei)玻(bo)璃等9种主要再(zai)生(sheng)资(zi)源(yuan)循(xun)环(huan)(huan)(huan)利(li)用量(liang)达到4.5亿(yi)吨,到2030年(nian)达到5.1亿(yi)吨。
4.大力推(tui)进(jin)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)减量化(hua)资(zi)源(yuan)化(hua)。扎实推(tui)进(jin)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)分(fen)(fen)类(lei)(lei),加(jia)快建立覆盖全(quan)社(she)会的生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)收运处置体系,全(quan)面实现分(fen)(fen)类(lei)(lei)投放(fang)、分(fen)(fen)类(lei)(lei)收集、分(fen)(fen)类(lei)(lei)运输、分(fen)(fen)类(lei)(lei)处理。加(jia)强塑料污染全(quan)链(lian)条治(zhi)理,整治(zhi)过度(du)包装,推(tui)动生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)源(yuan)头减量。推(tui)进(jin)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)焚烧处理,降低(di)填埋比(bi)例,探(tan)索适合我国(guo)厨余垃(la)圾(ji)特(te)性的资(zi)源(yuan)化(hua)利(li)用(yong)(yong)技术。推(tui)进(jin)污水资(zi)源(yuan)化(hua)利(li)用(yong)(yong)。到2025年(nian)(nian),城(cheng)市生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)分(fen)(fen)类(lei)(lei)体系基本健全(quan),生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)资(zi)源(yuan)化(hua)利(li)用(yong)(yong)比(bi)例提升(sheng)至(zhi)(zhi)60%左右。到2030年(nian)(nian),城(cheng)市生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)分(fen)(fen)类(lei)(lei)实现全(quan)覆盖,生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)资(zi)源(yuan)化(hua)利(li)用(yong)(yong)比(bi)例提升(sheng)至(zhi)(zhi)65%。
(七)绿色低(di)碳科技创新行动。
发挥科技(ji)创新的支撑(cheng)引(yin)领作用,完善(shan)科技(ji)创新体制机制,强化创新能(neng)力(li),加快绿(lv)色低碳科技(ji)革命。
1.完善(shan)创新体(ti)制机(ji)制。制定科技支(zhi)撑(cheng)碳(tan)(tan)(tan)(tan)达峰碳(tan)(tan)(tan)(tan)中(zhong)和(he)行动方案,在国家重点(dian)研(yan)发(fa)计(ji)划中(zhong)设(she)(she)立(li)碳(tan)(tan)(tan)(tan)达峰碳(tan)(tan)(tan)(tan)中(zhong)和(he)关(guan)键(jian)技术(shu)研(yan)究与(yu)示范等(deng)重点(dian)专项(xiang),采取“揭(jie)榜挂帅”机(ji)制,开展低(di)碳(tan)(tan)(tan)(tan)零碳(tan)(tan)(tan)(tan)负碳(tan)(tan)(tan)(tan)关(guan)键(jian)核(he)心(xin)技术(shu)攻(gong)关(guan)。将绿(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)(tan)技术(shu)创新成果纳入高等(deng)学校、科研(yan)单位(wei)、国有企业有关(guan)绩(ji)效考核(he)。强化(hua)(hua)企业创新主体(ti)地位(wei),支(zhi)持(chi)企业承担国家绿(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)(tan)重大科技项(xiang)目,鼓励(li)设(she)(she)施、数(shu)据等(deng)资源开放共享。推进国家绿(lv)色(se)(se)(se)技术(shu)交易(yi)中(zhong)心(xin)建设(she)(she),加快创新成果转化(hua)(hua)。加强绿(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)(tan)技术(shu)和(he)产品知识产权保(bao)护。完善(shan)绿(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)(tan)技术(shu)和(he)产品检(jian)测、评(ping)估(gu)、认证(zheng)体(ti)系(xi)。
2.加强(qiang)创新(xin)能(neng)力建(jian)(jian)设(she)和(he)人才培养(yang)。组建(jian)(jian)碳(tan)(tan)(tan)达(da)峰(feng)碳(tan)(tan)(tan)中(zhong)和(he)相关国(guo)(guo)(guo)家(jia)实(shi)验(yan)室(shi)、国(guo)(guo)(guo)家(jia)重(zhong)点实(shi)验(yan)室(shi)和(he)国(guo)(guo)(guo)家(jia)技(ji)术创新(xin)中(zhong)心,适度(du)超前(qian)布局(ju)国(guo)(guo)(guo)家(jia)重(zhong)大科(ke)技(ji)基础设(she)施(shi),引导企业、高等(deng)(deng)学(xue)校、科(ke)研单(dan)位共建(jian)(jian)一(yi)(yi)批(pi)(pi)国(guo)(guo)(guo)家(jia)绿(lv)色(se)低碳(tan)(tan)(tan)产(chan)(chan)(chan)业创新(xin)中(zhong)心。创新(xin)人才培养(yang)模(mo)式,鼓(gu)励(li)高等(deng)(deng)学(xue)校加快新(xin)能(neng)源、储能(neng)、氢(qing)能(neng)、碳(tan)(tan)(tan)减排(pai)、碳(tan)(tan)(tan)汇、碳(tan)(tan)(tan)排(pai)放权交易等(deng)(deng)学(xue)科(ke)建(jian)(jian)设(she)和(he)人才培养(yang),建(jian)(jian)设(she)一(yi)(yi)批(pi)(pi)绿(lv)色(se)低碳(tan)(tan)(tan)领域未来(lai)技(ji)术学(xue)院(yuan)、现(xian)代产(chan)(chan)(chan)业学(xue)院(yuan)和(he)示范性能(neng)源学(xue)院(yuan)。深化产(chan)(chan)(chan)教(jiao)融合(he),鼓(gu)励(li)校企联合(he)开展产(chan)(chan)(chan)学(xue)合(he)作协(xie)同育人项目,组建(jian)(jian)碳(tan)(tan)(tan)达(da)峰(feng)碳(tan)(tan)(tan)中(zhong)和(he)产(chan)(chan)(chan)教(jiao)融合(he)发展联盟,建(jian)(jian)设(she)一(yi)(yi)批(pi)(pi)国(guo)(guo)(guo)家(jia)储能(neng)技(ji)术产(chan)(chan)(chan)教(jiao)融合(he)创新(xin)平台。
3.强(qiang)化应用(yong)基(ji)础研(yan)究(jiu)。实施一批(pi)具有前瞻性、战略性的国家重大前沿科技项(xiang)目,推动(dong)低(di)碳零碳负(fu)碳技术(shu)装备研(yan)发取得突破性进展。聚焦化石能(neng)(neng)源绿(lv)色智(zhi)能(neng)(neng)开发和清洁低(di)碳利(li)用(yong)、可再(zai)生能(neng)(neng)源大规(gui)模(mo)利(li)用(yong)、新型电力(li)系统、节能(neng)(neng)、氢能(neng)(neng)、储能(neng)(neng)、动(dong)力(li)电池、二氧(yang)化碳捕(bu)集(ji)利(li)用(yong)与封存等重点,深化应用(yong)基(ji)础研(yan)究(jiu)。积极研(yan)发先进核电技术(shu),加强(qiang)可控核聚变等前沿颠(dian)覆性技术(shu)研(yan)究(jiu)。
4.加快(kuai)(kuai)先进适(shi)用(yong)(yong)(yong)技(ji)术(shu)研发(fa)(fa)和推广(guang)应(ying)(ying)用(yong)(yong)(yong)。集(ji)(ji)中(zhong)力量开展复杂大(da)(da)电(dian)网安全(quan)稳定运行和控(kong)制、大(da)(da)容(rong)量风(feng)电(dian)、高效光伏、大(da)(da)功率(lv)液(ye)化(hua)天(tian)然(ran)气发(fa)(fa)动机(ji)、大(da)(da)容(rong)量储能(neng)、低成(cheng)本(ben)可再(zai)生能(neng)源(yuan)制氢、低成(cheng)本(ben)二氧化(hua)碳捕集(ji)(ji)利用(yong)(yong)(yong)与封(feng)存等技(ji)术(shu)创(chuang)新,加快(kuai)(kuai)碳纤维、气凝胶、特种(zhong)钢(gang)材等基础材料研发(fa)(fa),补齐关键零部件、元器件、软件等短板。推广(guang)先进成(cheng)熟(shu)绿色(se)低碳技(ji)术(shu),开展示(shi)(shi)范(fan)(fan)应(ying)(ying)用(yong)(yong)(yong)。建设全(quan)流程、集(ji)(ji)成(cheng)化(hua)、规模(mo)化(hua)二氧化(hua)碳捕集(ji)(ji)利用(yong)(yong)(yong)与封(feng)存示(shi)(shi)范(fan)(fan)项目。推进熔盐(yan)储能(neng)供(gong)热和发(fa)(fa)电(dian)示(shi)(shi)范(fan)(fan)应(ying)(ying)用(yong)(yong)(yong)。加快(kuai)(kuai)氢能(neng)技(ji)术(shu)研发(fa)(fa)和示(shi)(shi)范(fan)(fan)应(ying)(ying)用(yong)(yong)(yong),探索在工(gong)业、交通运输、建筑等领域规模(mo)化(hua)应(ying)(ying)用(yong)(yong)(yong)。
(八)碳汇(hui)能力巩固(gu)提升(sheng)行(xing)动。
坚(jian)持系(xi)(xi)统(tong)观念,推进山水林田湖草(cao)沙一体化保护和修复,提(ti)高生态系(xi)(xi)统(tong)质量(liang)和稳定(ding)性,提(ti)升生态系(xi)(xi)统(tong)碳汇增量(liang)。
1.巩固(gu)(gu)生态系统固(gu)(gu)碳(tan)作用。结合国土(tu)空间规划编制和实(shi)施,构建(jian)有利于碳(tan)达峰、碳(tan)中和的国土(tu)空间开发(fa)保护(hu)格局。严(yan)守生态保护(hu)红线(xian),严(yan)控生态空间占用,建(jian)立(li)以国家公园为(wei)主体的自然保护(hu)地(di)体系,稳定现(xian)有森林、草原、湿地(di)、海洋、土(tu)壤、冻土(tu)、岩(yan)溶等固(gu)(gu)碳(tan)作用。严(yan)格执行土(tu)地(di)使用标准(zhun),加强(qiang)节约集约用地(di)评价(jia),推广(guang)节地(di)技(ji)术和节地(di)模(mo)式。
2.提升(sheng)生(sheng)态系统碳汇能(neng)力。实(shi)(shi)施生(sheng)态保(bao)护(hu)修复重大(da)工(gong)程(cheng)。深入推进大(da)规模国(guo)土绿化(hua)行(xing)动,巩固退(tui)耕还林(lin)(lin)还草成果,扩(kuo)大(da)林(lin)(lin)草资(zi)(zi)源总(zong)量(liang)。强化(hua)森(sen)林(lin)(lin)资(zi)(zi)源保(bao)护(hu),实(shi)(shi)施森(sen)林(lin)(lin)质(zhi)量(liang)精(jing)准提升(sheng)工(gong)程(cheng),提高(gao)森(sen)林(lin)(lin)质(zhi)量(liang)和稳定性(xing)。加强草原(yuan)生(sheng)态保(bao)护(hu)修复,提高(gao)草原(yuan)综(zong)合植被盖度。加强河(he)湖、湿地保(bao)护(hu)修复。整体推进海洋生(sheng)态系统保(bao)护(hu)和修复,提升(sheng)红树林(lin)(lin)、海草床、盐沼等固碳能(neng)力。加强退(tui)化(hua)土地修复治(zhi)理,开展荒漠(mo)化(hua)、石(shi)漠(mo)化(hua)、水(shui)土流失综(zong)合治(zhi)理,实(shi)(shi)施历史遗留矿山生(sheng)态修复工(gong)程(cheng)。到(dao)2030年(nian),全国(guo)森(sen)林(lin)(lin)覆盖率(lv)达到(dao)25%左右,森(sen)林(lin)(lin)蓄(xu)积(ji)量(liang)达到(dao)190亿立方(fang)米。
3.加强(qiang)生(sheng)态(tai)(tai)(tai)(tai)(tai)系(xi)统(tong)(tong)碳(tan)(tan)汇(hui)基础支撑。依托和拓(tuo)展自然(ran)资源调查监(jian)测体系(xi),利用好(hao)国家林草生(sheng)态(tai)(tai)(tai)(tai)(tai)综合监(jian)测评(ping)价成(cheng)果,建立(li)生(sheng)态(tai)(tai)(tai)(tai)(tai)系(xi)统(tong)(tong)碳(tan)(tan)汇(hui)监(jian)测核算体系(xi),开展森林、草原、湿地(di)、海洋(yang)、土壤、冻土、岩溶等(deng)碳(tan)(tan)汇(hui)本底调查、碳(tan)(tan)储量(liang)评(ping)估、潜力(li)分(fen)析,实施生(sheng)态(tai)(tai)(tai)(tai)(tai)保护修复碳(tan)(tan)汇(hui)成(cheng)效监(jian)测评(ping)估。加强(qiang)陆地(di)和海洋(yang)生(sheng)态(tai)(tai)(tai)(tai)(tai)系(xi)统(tong)(tong)碳(tan)(tan)汇(hui)基础理论、基础方法(fa)、前(qian)沿颠覆性技术研究。建立(li)健全(quan)能够(gou)体现碳(tan)(tan)汇(hui)价值的(de)生(sheng)态(tai)(tai)(tai)(tai)(tai)保护补偿机制,研究制定碳(tan)(tan)汇(hui)项目参(can)与全(quan)国碳(tan)(tan)排放权交易相(xiang)关规则。
4.推进农(nong)(nong)业(ye)农(nong)(nong)村减排固碳(tan)。大力发(fa)展绿(lv)色低碳(tan)循环农(nong)(nong)业(ye),推进农(nong)(nong)光(guang)(guang)互(hu)补、“光(guang)(guang)伏+设施农(nong)(nong)业(ye)”、“海上风电+海洋牧场”等低碳(tan)农(nong)(nong)业(ye)模式(shi)。研发(fa)应用(yong)增汇型农(nong)(nong)业(ye)技术(shu)。开(kai)展耕地质量(liang)(liang)(liang)提升行动,实施国家黑土(tu)地保护(hu)工(gong)程,提升土(tu)壤有机碳(tan)储量(liang)(liang)(liang)。合理控制化(hua)(hua)(hua)肥、农(nong)(nong)药(yao)、地膜使用(yong)量(liang)(liang)(liang),实施化(hua)(hua)(hua)肥农(nong)(nong)药(yao)减量(liang)(liang)(liang)替代计划(hua),加(jia)强农(nong)(nong)作物秸秆综合利(li)用(yong)和畜禽粪(fen)污资源化(hua)(hua)(hua)利(li)用(yong)。
(九)绿色低碳全(quan)民行动。
增强全(quan)(quan)民(min)节(jie)约(yue)意识(shi)(shi)、环(huan)保(bao)意识(shi)(shi)、生(sheng)态意识(shi)(shi),倡导简约(yue)适度、绿(lv)(lv)色低(di)碳、文明(ming)健康的(de)生(sheng)活方式(shi),把绿(lv)(lv)色理念转化为全(quan)(quan)体人民(min)的(de)自觉行(xing)动(dong)。
1.加(jia)(jia)强生态文(wen)(wen)明宣(xuan)传(chuan)(chuan)教育。将(jiang)生态文(wen)(wen)明教育纳入国(guo)民教育体系,开(kai)展(zhan)多种形式(shi)的(de)资源环(huan)境国(guo)情教育,普及碳(tan)(tan)(tan)达峰、碳(tan)(tan)(tan)中和(he)基(ji)础知识。加(jia)(jia)强对公众的(de)生态文(wen)(wen)明科(ke)普教育,将(jiang)绿色低碳(tan)(tan)(tan)理(li)念有机融入文(wen)(wen)艺作(zuo)品,制作(zuo)文(wen)(wen)创产品和(he)公益广告,持续(xu)开(kai)展(zhan)世界地球日(ri)(ri)、世界环(huan)境日(ri)(ri)、全国(guo)节能宣(xuan)传(chuan)(chuan)周、全国(guo)低碳(tan)(tan)(tan)日(ri)(ri)等(deng)主题(ti)宣(xuan)传(chuan)(chuan)活动,增强社会公众绿色低碳(tan)(tan)(tan)意识,推动生态文(wen)(wen)明理(li)念更加(jia)(jia)深入人心。
2.推(tui)广绿(lv)(lv)色(se)低碳(tan)生活(huo)方(fang)式。坚决遏制(zhi)奢侈浪费(fei)(fei)和不合理消费(fei)(fei),着力破除奢靡铺张的(de)歪风(feng)陋(lou)习,坚决制(zhi)止(zhi)餐(can)饮浪费(fei)(fei)行为。在全社(she)会倡导(dao)节(jie)约用能,开展(zhan)绿(lv)(lv)色(se)低碳(tan)社(she)会行动(dong)示范(fan)创建(jian),深入推(tui)进绿(lv)(lv)色(se)生活(huo)创建(jian)行动(dong),评选宣(xuan)传(chuan)一批优秀示范(fan)典型(xing),营造绿(lv)(lv)色(se)低碳(tan)生活(huo)新风(feng)尚。大力发(fa)展(zhan)绿(lv)(lv)色(se)消费(fei)(fei),推(tui)广绿(lv)(lv)色(se)低碳(tan)产品,完善(shan)绿(lv)(lv)色(se)产品认(ren)证与标识(shi)制(zhi)度。提升绿(lv)(lv)色(se)产品在政府采购中(zhong)的(de)比例(li)。
3.引(yin)(yin)导企业(ye)(ye)履行(xing)社会责任(ren)。引(yin)(yin)导企业(ye)(ye)主动适应绿色低碳(tan)发(fa)(fa)(fa)(fa)展(zhan)要(yao)求(qiu)(qiu),强化环(huan)境(jing)责任(ren)意识,加强能源资源节约(yue),提升(sheng)绿色创新水平。重点领(ling)域国(guo)有企业(ye)(ye)特别是中央企业(ye)(ye)要(yao)制定实施企业(ye)(ye)碳(tan)达峰行(xing)动方案,发(fa)(fa)(fa)(fa)挥(hui)示范引(yin)(yin)领(ling)作用(yong)。重点用(yong)能单位要(yao)梳理核算(suan)自身(shen)碳(tan)排(pai)放(fang)情况,深入研究碳(tan)减排(pai)路径,“一(yi)企一(yi)策”制定专项工作方案,推进节能降碳(tan)。相(xiang)关上(shang)市公(gong)司(si)和发(fa)(fa)(fa)(fa)债企业(ye)(ye)要(yao)按照环(huan)境(jing)信息依法披露要(yao)求(qiu)(qiu),定期公(gong)布企业(ye)(ye)碳(tan)排(pai)放(fang)信息。充分发(fa)(fa)(fa)(fa)挥(hui)行(xing)业(ye)(ye)协会等社会团体(ti)作用(yong),督促企业(ye)(ye)自觉履行(xing)社会责任(ren)。
4.强化(hua)(hua)领(ling)导(dao)干部培训(xun)(xun)。将学(xue)习贯彻习近平生态文明思想作为干部教(jiao)育培训(xun)(xun)的(de)(de)重要(yao)内容(rong),各级党校(行政学(xue)院)要(yao)把碳达(da)峰、碳中和相关(guan)(guan)内容(rong)列入教(jiao)学(xue)计划(hua),分阶段、多层次(ci)对各级领(ling)导(dao)干部开展(zhan)培训(xun)(xun),普及科(ke)学(xue)知识(shi)(shi)(shi),宣讲(jiang)政策要(yao)点,强化(hua)(hua)法治意(yi)识(shi)(shi)(shi),深化(hua)(hua)各级领(ling)导(dao)干部对碳达(da)峰、碳中和工作重要(yao)性、紧迫性、科(ke)学(xue)性、系统(tong)性的(de)(de)认识(shi)(shi)(shi)。从事(shi)绿色(se)低碳发(fa)展(zhan)相关(guan)(guan)工作的(de)(de)领(ling)导(dao)干部要(yao)尽快提(ti)升(sheng)专业(ye)素养和业(ye)务能力,切实增强推动绿色(se)低碳发(fa)展(zhan)的(de)(de)本领(ling)。
(十)各地区梯次有序(xu)碳达峰行动。
各地区(qu)要准确(que)把握(wo)自(zi)身发展定(ding)位,结合本地区(qu)经(jing)济社会发展实际和资源环境禀赋,坚持分(fen)类施策、因地制(zhi)宜、上下联动,梯次有序推(tui)进碳达峰(feng)。
1.科学合(he)理确(que)定有序(xu)达峰(feng)目(mu)标。碳排放已经基本稳定的(de)(de)地区(qu)要巩固减排成果,在率先实(shi)现碳达峰(feng)的(de)(de)基础上进一步降(jiang)低碳排放。产(chan)业(ye)结(jie)构较轻、能源(yuan)结(jie)构较优(you)的(de)(de)地区(qu)要坚(jian)持绿色低碳发展,坚(jian)决(jue)不走(zou)依靠“两高”项目(mu)拉动经济增长的(de)(de)老路,力(li)争率先实(shi)现碳达峰(feng)。产(chan)业(ye)结(jie)构偏重、能源(yuan)结(jie)构偏煤的(de)(de)地区(qu)和资源(yuan)型地区(qu)要把节能降(jiang)碳摆(bai)在突出(chu)位置,大力(li)优(you)化调整产(chan)业(ye)结(jie)构和能源(yuan)结(jie)构,逐(zhu)步实(shi)现碳排放增长与经济增长脱钩,力(li)争与全国同步实(shi)现碳达峰(feng)。
2.因地(di)制宜推进(jin)绿(lv)(lv)色低碳发(fa)(fa)展(zhan)。各地(di)区(qu)要(yao)结合区(qu)域(yu)重(zhong)大(da)战(zhan)略、区(qu)域(yu)协调发(fa)(fa)展(zhan)战(zhan)略和主体功(gong)能(neng)区(qu)战(zhan)略,从实际出发(fa)(fa)推进(jin)本(ben)地(di)区(qu)绿(lv)(lv)色低碳发(fa)(fa)展(zhan)。京津冀(ji)、长三(san)角、粤港(gang)澳大(da)湾区(qu)等(deng)区(qu)域(yu)要(yao)发(fa)(fa)挥(hui)高质(zhi)量发(fa)(fa)展(zhan)动(dong)(dong)力(li)(li)源和增长极作用(yong),率先(xian)推动(dong)(dong)经济社会发(fa)(fa)展(zhan)全面(mian)绿(lv)(lv)色转型。长江经济带、黄河流域(yu)和国(guo)家(jia)生(sheng)态(tai)文明试(shi)验区(qu)要(yao)严格落实生(sheng)态(tai)优(you)先(xian)、绿(lv)(lv)色发(fa)(fa)展(zhan)战(zhan)略导向(xiang),在(zai)绿(lv)(lv)色低碳发(fa)(fa)展(zhan)方面(mian)走在(zai)全国(guo)前列。中(zhong)(zhong)西部和东北地(di)区(qu)要(yao)着力(li)(li)优(you)化能(neng)源结构(gou),按照产业政策(ce)和能(neng)耗双控(kong)要(yao)求,有(you)序推动(dong)(dong)高耗能(neng)行业向(xiang)清洁能(neng)源优(you)势地(di)区(qu)集中(zhong)(zhong),积极培育绿(lv)(lv)色发(fa)(fa)展(zhan)动(dong)(dong)能(neng)。
3.上下联动(dong)制定(ding)地(di)(di)方达(da)(da)峰方案。各省、自治区(qu)、直辖市人(ren)民(min)政府(fu)要按照国(guo)家总(zong)体(ti)部署(shu),结合(he)本地(di)(di)区(qu)资源环境禀(bing)赋、产业布局、发展阶段等,坚持全(quan)国(guo)一盘棋,不抢(qiang)跑,科学制定(ding)本地(di)(di)区(qu)碳(tan)(tan)达(da)(da)峰行(xing)动(dong)方案,提出符合(he)实(shi)际、切(qie)实(shi)可(ke)行(xing)的碳(tan)(tan)达(da)(da)峰时间表(biao)、路线图、施(shi)工(gong)图,避免“一刀切(qie)”限(xian)电限(xian)产或(huo)运动(dong)式“减碳(tan)(tan)”。各地(di)(di)区(qu)碳(tan)(tan)达(da)(da)峰行(xing)动(dong)方案经(jing)碳(tan)(tan)达(da)(da)峰碳(tan)(tan)中和工(gong)作领(ling)导小组综合(he)平衡、审核通过后,由(you)地(di)(di)方自行(xing)印发实(shi)施(shi)。
4.组(zu)织开展(zhan)碳达峰试(shi)点(dian)(dian)建设。加(jia)大中央(yang)对地方推进碳达峰的(de)支持(chi)(chi)力度,选(xuan)择100个具有典型代表性的(de)城(cheng)(cheng)市和园区开展(zhan)碳达峰试(shi)点(dian)(dian)建设,在(zai)政(zheng)策(ce)、资(zi)金、技术等(deng)方面对试(shi)点(dian)(dian)城(cheng)(cheng)市和园区给予支持(chi)(chi),加(jia)快实现绿色(se)低碳转型,为全国提供(gong)可(ke)操作、可(ke)复制、可(ke)推广的(de)经验做法。
四、国际合(he)作

(三)完(wan)(wan)善(shan)经济(ji)政(zheng)策(ce)(ce)。各级(ji)人民政(zheng)府要加(jia)大(da)对(dui)碳(tan)达峰、碳(tan)中和工作(zuo)的(de)支(zhi)(zhi)持(chi)力度(du)。建立(li)(li)健(jian)全(quan)有利(li)于绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)低(di)碳(tan)发展的(de)税(shui)收政(zheng)策(ce)(ce)体系,落实和完(wan)(wan)善(shan)节能节水、资(zi)(zi)(zi)(zi)源综合(he)利(li)用等税(shui)收优惠(hui)政(zheng)策(ce)(ce),更(geng)好发挥税(shui)收对(dui)市(shi)场(chang)主体绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)低(di)碳(tan)发展的(de)促进作(zuo)用。完(wan)(wan)善(shan)绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)电(dian)价(jia)政(zheng)策(ce)(ce),健(jian)全(quan)居民阶梯电(dian)价(jia)制(zhi)度(du)和分时电(dian)价(jia)政(zheng)策(ce)(ce),探索建立(li)(li)分时电(dian)价(jia)动态调整(zheng)机制(zhi)。完(wan)(wan)善(shan)绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)金(jin)(jin)融(rong)(rong)评价(jia)机制(zhi),建立(li)(li)健(jian)全(quan)绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)金(jin)(jin)融(rong)(rong)标准体系。大(da)力发展绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)贷款、绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)股权(quan)、绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)债券(quan)、绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)保险、绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)基金(jin)(jin)等金(jin)(jin)融(rong)(rong)工具(ju)(ju),设立(li)(li)碳(tan)减(jian)排支(zhi)(zhi)持(chi)工具(ju)(ju),引导金(jin)(jin)融(rong)(rong)机构为(wei)绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)低(di)碳(tan)项(xiang)目提(ti)供长期(qi)限、低(di)成(cheng)本资(zi)(zi)(zi)(zi)金(jin)(jin),鼓(gu)励开(kai)发性(xing)政(zheng)策(ce)(ce)性(xing)金(jin)(jin)融(rong)(rong)机构按照(zhao)市(shi)场(chang)化法治化原则(ze)为(wei)碳(tan)达峰行动提(ti)供长期(qi)稳定融(rong)(rong)资(zi)(zi)(zi)(zi)支(zhi)(zhi)持(chi)。拓展绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)债券(quan)市(shi)场(chang)的(de)深度(du)和广度(du),支(zhi)(zhi)持(chi)符合(he)条件的(de)绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)企业上市(shi)融(rong)(rong)资(zi)(zi)(zi)(zi)、挂牌融(rong)(rong)资(zi)(zi)(zi)(zi)和再融(rong)(rong)资(zi)(zi)(zi)(zi)。研究设立(li)(li)国(guo)家低(di)碳(tan)转型(xing)基金(jin)(jin),支(zhi)(zhi)持(chi)传统产业和资(zi)(zi)(zi)(zi)源富集地区绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)转型(xing)。鼓(gu)励社会资(zi)(zi)(zi)(zi)本以市(shi)场(chang)化方(fang)式设立(li)(li)绿(lv)(lv)(lv)色(se)(se)(se)(se)(se)(se)低(di)碳(tan)产业投资(zi)(zi)(zi)(zi)基金(jin)(jin)。
(四)建立(li)健全(quan)市场(chang)化机制。发挥全(quan)国碳(tan)排(pai)(pai)(pai)放(fang)权(quan)(quan)交(jiao)易(yi)(yi)市场(chang)作用(yong),进一步(bu)完(wan)善(shan)配套(tao)制度,逐步(bu)扩大交(jiao)易(yi)(yi)行(xing)业范围。建设全(quan)国用(yong)能(neng)(neng)权(quan)(quan)交(jiao)易(yi)(yi)市场(chang),完(wan)善(shan)用(yong)能(neng)(neng)权(quan)(quan)有偿使用(yong)和交(jiao)易(yi)(yi)制度,做好(hao)与(yu)能(neng)(neng)耗(hao)双(shuang)控制度的(de)衔接。统(tong)筹推(tui)进碳(tan)排(pai)(pai)(pai)放(fang)权(quan)(quan)、用(yong)能(neng)(neng)权(quan)(quan)、电力交(jiao)易(yi)(yi)等市场(chang)建设,加强(qiang)市场(chang)机制间的(de)衔接与(yu)协(xie)调,将碳(tan)排(pai)(pai)(pai)放(fang)权(quan)(quan)、用(yong)能(neng)(neng)权(quan)(quan)交(jiao)易(yi)(yi)纳入(ru)公共(gong)资源交(jiao)易(yi)(yi)平台。积极推(tui)行(xing)合同能(neng)(neng)源管(guan)理(li),推(tui)广节能(neng)(neng)咨询(xun)、诊断、设计、融资、改造、托管(guan)等“一站式(shi)”综合服务模式(shi)。
六、组织实施
(一)加强(qiang)统(tong)筹协调。加强(qiang)党中央对(dui)碳(tan)(tan)达(da)(da)(da)峰、碳(tan)(tan)中和工(gong)(gong)作(zuo)(zuo)的(de)集中统(tong)一领(ling)(ling)(ling)导(dao),碳(tan)(tan)达(da)(da)(da)峰碳(tan)(tan)中和工(gong)(gong)作(zuo)(zuo)领(ling)(ling)(ling)导(dao)小(xiao)(xiao)组(zu)对(dui)碳(tan)(tan)达(da)(da)(da)峰相关工(gong)(gong)作(zuo)(zuo)进(jin)行(xing)整(zheng)体(ti)部署(shu)和系统(tong)推(tui)进(jin),统(tong)筹研究重要(yao)(yao)事项、制(zhi)定(ding)重大(da)政(zheng)策。碳(tan)(tan)达(da)(da)(da)峰碳(tan)(tan)中和工(gong)(gong)作(zuo)(zuo)领(ling)(ling)(ling)导(dao)小(xiao)(xiao)组(zu)成(cheng)员单位要(yao)(yao)按照党中央、国务(wu)院决(jue)策部署(shu)和领(ling)(ling)(ling)导(dao)小(xiao)(xiao)组(zu)工(gong)(gong)作(zuo)(zuo)要(yao)(yao)求,扎实推(tui)进(jin)相关工(gong)(gong)作(zuo)(zuo)。碳(tan)(tan)达(da)(da)(da)峰碳(tan)(tan)中和工(gong)(gong)作(zuo)(zuo)领(ling)(ling)(ling)导(dao)小(xiao)(xiao)组(zu)办公室(shi)要(yao)(yao)加强(qiang)统(tong)筹协调,定(ding)期对(dui)各(ge)地区(qu)和重点领(ling)(ling)(ling)域、重点行(xing)业工(gong)(gong)作(zuo)(zuo)进(jin)展情况(kuang)进(jin)行(xing)调度,科学提(ti)出碳(tan)(tan)达(da)(da)(da)峰分步骤(zhou)的(de)时间表、路线图(tu),督促将各(ge)项目标任务(wu)落实落细。
(二)强(qiang)化责任落(luo)实。各(ge)地区各(ge)有(you)关(guan)部门要深刻认识碳(tan)达峰、碳(tan)中(zhong)和工作(zuo)(zuo)的重(zhong)要性(xing)(xing)、紧(jin)迫性(xing)(xing)、复杂性(xing)(xing),切(qie)实扛起责任,按照(zhao)《中(zhong)共中(zhong)央(yang) 国务(wu)院关(guan)于完(wan)整准确(que)(que)全面贯彻新发(fa)展理念做好碳(tan)达峰碳(tan)中(zhong)和工作(zuo)(zuo)的意见》和本方案确(que)(que)定的主(zhu)要目标和重(zhong)点任务(wu),着力抓好各(ge)项任务(wu)落(luo)实,确(que)(que)保政策到(dao)位(wei)、措(cuo)施到(dao)位(wei)、成效到(dao)位(wei),落(luo)实情况纳入(ru)中(zhong)央(yang)和省级生态环境保护督察。各(ge)相关(guan)单位(wei)、人(ren)民团体(ti)、社会组织要按照(zhao)国家(jia)有(you)关(guan)部署,积极(ji)发(fa)挥自身作(zuo)(zuo)用,推进(jin)绿色低碳(tan)发(fa)展。
(三)严格监督(du)考核(he)。实施以碳(tan)(tan)(tan)强(qiang)(qiang)度(du)控制为主(zhu)、碳(tan)(tan)(tan)排(pai)(pai)放总(zong)量(liang)控制为辅的制度(du),对能(neng)源消费和(he)碳(tan)(tan)(tan)排(pai)(pai)放指标实行协同(tong)(tong)管理(li)、协同(tong)(tong)分解、协同(tong)(tong)考核(he),逐步建立系统完善的碳(tan)(tan)(tan)达(da)峰碳(tan)(tan)(tan)中和(he)综合评价考核(he)制度(du)。加强(qiang)(qiang)监督(du)考核(he)结果应用,对碳(tan)(tan)(tan)达(da)峰工作(zuo)成效突出(chu)的地(di)区(qu)、单位和(he)个(ge)人按规定给予(yu)表彰奖励,对未完成目标任务的地(di)区(qu)、部门依规依法实行通报(bao)(bao)批评和(he)约谈问责。各省、自治区(qu)、直辖市人民政(zheng)府要组织(zhi)开展碳(tan)(tan)(tan)达(da)峰目标任务年(nian)度(du)评估,有关工作(zuo)进展和(he)重大问题要及时向碳(tan)(tan)(tan)达(da)峰碳(tan)(tan)(tan)中和(he)工作(zuo)领导小组报(bao)(bao)告。 |
